CI: regenerate docs rst on every build; fix Atik wheel name

- sphinx-apidoc -f: without it the committed docs/source/*.rst were
  never overwritten and went stale
- pyproject.toml: the wheel in lib/ is Atik_Python_SDK-1.5.1 (capital A)
