Add extra configuration switches for standard/power users permissions

At the moment, only power users can:

• set custom task passwords
• choose task access methods other than the default one (bypassing HTTP proxy + auth)
• add containers with interface protocols other than the HTTP

Consider a few switches:

computing.allow_user_containers
computing.disable_user_containers_on_engines
preferences.only_staff_can_add_containers
